What is a Pre-Planning Enquiry.

A pre-planning enquiry is a confidential conversation with the Local Planning Authority. It takes place before you submit any formal planning application.

Its purpose is to test the principle of your proposal. It helps you understand how the Authority views your site. It also highlights any issues or constraints you need to address before committing time and cost to a full application.

For complex or sensitive sites, this step can make the difference between a smooth approval and a costly refusal. It allows you to make informed decisions about design, budget and strategy. Crucially, you do this with the Authority’s position already clear.

Managing an Enquiry

At Studio 3, we do not submit generic pre-planning enquiries. We tailor every enquiry to your project and your site. We start by interrogating exactly why we need the enquiry in the first place. As a team we identify the specific planning question we must answer before you can progress.

This might be whether the Authority accepts residential development on a particular piece of land. It could be whether you can justify a change of use for a listed building. We might test whether the scale of a proposed extension suits its setting. Or we might ask whether the Authority can support a non-standard design approach in a sensitive location.

Whatever the question, we focus the enquiry around it. We never submit a broad, unfocused request that invites an equally vague response.

From this focused starting point, we create a bespoke document that hones in on the specific requirement. We present options and ideas around the topic, showing the Authority that we have considered alternatives. Our preferred direction always rests on careful reasoning.

Next, we develop a justification statement around the principle of the proposal. This draws on relevant planning policy, site context and our experience of how the Authority is likely to approach the question. This is not about telling the Council what we hope to hear. Instead, we present a considered, evidence-based case that invites a constructive and specific response..

Throughout the process, we seek collaborative input from the Authority. A pre-planning enquiry works best as a professional dialogue, not a confrontation. We actively encourage Officers to share their views, concerns and suggestions.

This collaborative approach often reveals opportunities or solutions that a formal application would not uncover. It also builds a relationship with the case officer that proves invaluable when the full application follows. By the time we receive the Authority’s response, you will know exactly where you stand. You will understand the risks and the steps you need to move forward with confidence.

Where we use it

We offer our pre-planning enquiry service across Shropshire, Cheshire and Wales. It covers residential, commercial, new build and existing property schemes.

Whether you are exploring a rural plot, converting a historic building or testing a bold design approach, a bespoke enquiry can save you time and money. It establishes the planning principle before you invest in detailed design.
